Strategic planning combines the best of good project management/evaluation and effective process facilitation. Strategic planning is about the most equitable and efficient means to achieve well defined ends. That was the approach I applied when developing the Public Use Planning Program.


Public Use Planning Advisor to Belize Audubon Society's Half Moon Caye and Blue Hole 2007-08

Within a multi-country project sponsored by UNESCO World Heritage Centre, The Nature Conservancy, and the United Nations Foundation, I am advising BAS in their development and implementation of public use planning under the auspieces of WHC's Public Use Planning Program. Park Planning Advisor to the Osa Peninsual Conservation Area 2006

Hired by the Latin American School of Protected Areas to advise them as they facilitate a suite of management plans in one of Costa Rica’s best known conservation areas, including Corcovado National Park. Funded and supported by The Nature Conservancy, the School and government anticipate that this planning endeavor will set new standards for park planning in Costa Rica. We developed a new condition-based zoning methodology, similar to Recreation Opportunity Spectrum but with a focus on ecological integrity rather than experiences.

Interpretive Planner for the Lumber Heritage Region 2004-06

Interpretive planner with FERMATA, Inc. to develop an interpretive plan for the entire 15-county Lumber Heritage Region of northcentral Pennsylvania (as well as the overlapping Pennsylvania Wilds region). Worked with the planner who developed the core exhibit of the Holocaust Museum in Washington, D.C. The purpose of the plan was to develop culture- and nature-based products that would attract visitors to spend more time and money purchasing local products for local economic development in this rural region.

Later developed an interpretive plan for Quinta Mazatlan in South Texas, as part of the World Birding Center.

Facilitator for the Central American Program for Protected Areas 2004-05

The Central American Commission for Environment and Development with UNDP funding channeled through the Mesoamerican Biological Corridor hired me to facilitate the creation of a Central American-wide strategic plan to integrate the protected area systems of the seven Central American countries. Working specifically with the Protected Areas Technical Committee, I made repeated visits to the region to convene meetings and lead participants to a first draft describing this new program to promote integration of protected areas across the region.

Parks in Peril External Evaluation Team Member 2004

Worked with the Foundations of Success team to evaluate The Nature Conservancy’s Parks in Peril Program. This program began in 1990 to increase the park management capacity in more than 45 Latin American and Caribbean protected areas in 15 countries. It is the largest conservation project in Latin America. PiP specializes in conservation planning and we examined many planning tools and efforts during the evaluation.

RARE Center for Tropical Conservation Public Use Planning Manager 1999-2003

Manager of the Public Use Planning Program Antigua, Guatemala, 2001-2002, Wisconsin 2002-2003

Managed the Public Use Planning Program (PDF introduction) of the World Heritage Partnership. Program aims to assist park managers in facilitating their own participatory decision-making process and then helping them implement the plan after it has been created. The program is carried out under the auspices of UNESCO-UNEP-RARE Center project, “Linking Conservation of Biodiversity and Sustainable Tourism in World Heritage Sites,”a 4-year program to develop tourism to benefit conservation in World Heritage sites.

Facilitated the public use plan for Pico Bonito National Park in Honduras, the first such plan in Honduras. Now the National Tourism Institute requires all parks to have public use plans. Plans made it to formal approval for Komodo and Ujung Kulon National Parks in Indonesia.

Participated in RARE’s business development efforts. PUP in particular helps parks to design tourism products and then do financial planning determining three-year break-even points, cash-flow analysis, and contribution tracking. PUP contains most of the major elements of a business plan.

The PUP manual, Park Planning for Life, placed second in the 2003 National Interpretive Media Awards, training category, sponsored by the National Association for Interpretation.
